    EXTENDED CAMPUS HOUSING AGREEMENT


  • This Housing Agreement ("Agreement") is a binding contract between the Student ("Resident") and [University Village Extended Campus] ("UV") for residency in designated extended campus housing accommodations. By signing this Agreement, the Resident agrees to respect and adhere to all policies and regulations pertaining to University Village Extended Campus Housing as outlined in this document, as well as any other University or Department of Residential Life & Housing (RLH) rules and Student Code of Conduct, regulations, and communications, including the Residential Life & Housing website, Housing Portal, Student Rights and Responsibilities Handbook, and RLH publications at the respective University in which the Resident is enrolled.

  • I. Agreement Term and Eligibility

    1. Binding Agreement: This Agreement constitutes a binding agreement for the entire academic year (fall and spring semesters), excluding official University recess periods, unless otherwise specified for extended campus housing. It shall not be deemed to constitute a lease and may not be reassigned, transferred, or sublet. Submission of a Housing Application indicates acceptance of this contract.
    2. Revocation: UV reserves the right to revoke this Agreement at any time.
    3. Occupancy Requirements: Only full-time students regularly enrolled at the University may occupy a room. Students must be enrolled in a minimum of 12 credits to be considered full-time.
    4. Extended Campus Eligibility: To be eligible for University Village apartments or affiliated extended campus housing, students must have 45 or more completed academic credits to apply and sign-up, and 60 or more completed academic credits or have completed 4 academic semesters at the University with satisfactory academic progress to move in.
    5. Residency Requirement: While a residency requirement for first-year students may be in place, any requests for release from this housing contract must be submitted in writing. Valid reasons for release include being a December graduate, on an official leave of absence for the spring semester, or withdrawing permanently from the University. Simply checking out of the residence hall and turning in a room key does not constitute a Housing Contract Cancellation.
  • II. Financial Obligations and Room Assignments

    1. Housing Charges: Housing charges are established for the entire academic year (excluding Thanksgiving, Winter, and Spring break periods, unless extended campus terms apply) and are payable per semester to the University Accounts Receivable (Cashier's) Office. Rates are subject to modification in subsequent years.
    2. Meal Plan: Every student assigned housing may be required to purchase a meal plan offered by the University's dining service, which must be selected in compliance with University policies.
    3. Cancellation Fees: Students wishing to cancel their Housing Contract prior to the end of the contract period must submit a Cancellation Request Form to the Housing Office. Housing Contracts will only be cancelled for extenuating circumstances or if the student is no longer enrolled at the University. In addition to forfeiting any Room Reservation Fee, students who request to cancel their Housing Contract may be subject to a cancellation fee (e.g., a $350.00 Cancellation Fee, as per 2025 terms, subject to change).
    4. Room Assignment: The UV Extended Campus Team will endeavor to accommodate housing option requests, but cannot guarantee specific accommodations. Assignments are made based on established policy and available space, without discrimination. Rooms shall be occupied by the stipulated number of students. The UV Extended Campus Team reserves the right to consolidate available spaces or reassign rooms. Unauthorized moves or failure to follow check-in/out procedures may result in administrative charges.
    5. Occupancy Limitations: Residents may only occupy their assigned bedroom in apartment-style housing (e.g., University Village, Campus Corner, etc.). Unoccupied portions of double rooms must remain empty and move-in ready. Failure to comply may result in administrative charges. Under no circumstances are residents allowed to lend or give apartment keys to non-residents or guests for safety reasons. Giving non-residents complete access to the shared space is considered a safety concern and will result in an administrative fine or termination of the lease. 
    6. Guest Policy: Guests are permitted only by invitation and with the express permission of all roommates/suitemates/apartment-mates. The resident is solely responsible for their guests' conduct and any violations or damages. Guests may be required to present identification upon request. The UV Extended Campus staff reserves the right to ask any guest to leave at any time.
      • Overnight Guests: Overnight guests are allowed with roommate permission, for a maximum of seven days per semester, not exceeding two guest per resident due to space limitations. All overnight guests must be registered.
      • Health and Safety: Students are expected to refrain from hosting guests who are ill or displaying symptoms, and such guests should leave the residential community immediately.
  • III. Policies & Regulations: Behavior, Safety, and Maintenance

    1. Student Conduct: Residents must comply with directives from authorized University personnel and conduct themselves in accordance with the UV Extended Campus policy and procedures. Students who do not adhere to Housing policies may be subject to administrative action, including but not limited to monetary charges, educational sanctions, costs of restoration and/or replacement, reassignment(s) to other residential areas, or the termination of residency. Repeated or serious violations of Housing policies and/or violations of policies outlined in the Student Rights and Responsibilities Handbook will result in disciplinary action, including removal from Housing.
    2. Social Media Bullying and Unauthorized Recording: The use of social media, digital platforms, or any recording devices to harass, bully, defame, intimidate, or otherwise negatively impact other residents, staff, or guests is strictly prohibited. Unauthorized recording, photography, video, or audio taping of staff members, other residents, or guests within residential facilities or on UV Extended Campus property without their explicit and informed consent is forbidden. In addition, personal security cameras, such as but not limited to Ring cameras are strictly prohibited on the exterior of the buildings and in shared spaces such as the living room, kitchen, laundry room, hallways, bathrooms etc.  Violations of this policy will be subject to disciplinary action, including but not limited to administrative charges, removal from housing, and/or referral to the University's judicial process.
    3. Right to Entry, Inspection, Search, and Seizure: Authorized University staff and representatives (including Jurisdictional Law Enforcement Agencies, and/or The Environmental Risk Coordinator) may enter rooms for purposes of inspection, repair, fire code enforcement, maintenance, occupancy verification, lockouts, disciplinary purposes (with reasonable cause of suspected violations), or in emergencies. The UV Extended Campus reserves the right to search for and seize items related to suspected illegal activity or policy violations. Emergency powers allow for waiving normal procedures in cases of clear and present danger to health and safety (e.g., suspected injury, fire, or immediate threat).
    4. Care of Rooms and Facilities:
      • Cleanliness: Residents are expected to maintain reasonable standards of cleanliness in their assigned rooms, apartments, or suites and to dispose of trash properly in designated receptacles. Leaving trash bags or loose trash outside residential space doors is strictly prohibited and may result in charges or disciplinary action.
      • Property and Furnishings: Residents are responsible for UV Extended Campus  property and furnishings within their assigned spaces. All University furniture must remain in the room and may not be removed or transferred. Damage to UV Extended Campus property will result in charges for repair or replacement, which will be shared equally among all residents of the space if no individual is identified as responsible. Community charges may apply for damages to common areas.
      • Alterations: Alterations to the physical structure or property of residence halls, including painting of residential spaces or furniture, are prohibited without prior written authorization from UV Extended Campus. Moving furniture and relocating beds are strictly prohibited. Each resident is entitled to one bed not multiple.
      • Prohibited Placement: Placing mattresses directly on the floor or placing objects on windowsills or ledges is STRICTLY prohibited.
    5. Prohibited Items (Fire Safety): For fire safety, the following items are strictly prohibited in all residential areas: portable space heaters, barbecue grills/smokers, open flame devices (e.g., candles, incense, oil lamps), hot plates, slow cookers, deep fryers, electric skillets, electric woks, griddles, sandwich makers/grills, toaster ovens, air fryers, flammable liquids, fireworks, halogen lamps, ceiling/wall tapestries, bean bag chairs, live holiday trees (or non-fire retardant artificial ones), popcorn machines, compressed gases, unapproved extension cords, smoke/fog machines .
    6. Disruptive Behavior: Behavior that negatively impacts residents or residential areas is prohibited. This includes, but is not limited to, physical harm, threats of physical harm, harassment, bullying, verbal/written abuse, or retaliation. Violations may lead to disciplinary action, including termination from UV Extended Campus Housing.
    7. Abandoned Property: Personal items remaining after a resident vacates a space, or items left in hallways, common areas, or public spaces (e.g., laundry rooms) for more than 7 days without approval, are considered abandoned. Such items may be disposed of by UV Extended Campus, and monetary charges may be applied for their removal and disposal. Confiscated prohibited items will be disposed of at the end of each semester.
  • IV. Special Provisions and Acknowledgment

    1. Computer Usage: All personal wireless connections (e.g., routers, tethering devices, splitters) are prohibited in residential areas to ensure network stability and security. Residents should refer to UV Extended Campus guidelines regarding proper computer and network usage.
    2. Pets: Pets such as service animals and emotional support animals, are not permitted . Any student who wishes to have an approved service animal or emotional support pet are encouraged to seek housing accommodations on the main campus of their university and request approval for the animal. The presence of unapproved animals in/ on the premises of any UV Extended Campus Housing property may result in administrative charges, disciplinary action, or immediate termination after the 2nd offense. Abandoned or neglected pets may be boarded at the resident's expense or surrendered to animal control.
    3. Decals and Parking: Residents who operate or regularly park a motor vehicle on University property, including extended campus housing parking areas, are required to register their vehicle with UV Extended Campus Housing and obtain a valid parking decal from UV Extended Campus Housing. All residents are entitled to one parking decal per school year. Permanent decals for rental cars or other non-registered vehicles will not be granted. Temporary parking passes for up to 3 days may be granted with proper proof of necessity. Any Resident who is found to have abused the decal system and have falsely obtained multiple decals for themselves or visitors to inlcudle but is not limited to being dishonest about losing the decal, the circumstances surrounding the new request for a decal, making copies of the decal or providing guests and or non-residents with a decal will be fined and the lease agreement will be subject to termination. Decals and detailed parking regulations are managed by onsite security and management or the Environmental Risk Coordinator. Residents are responsible for familiarizing themselves with and adhering to all parking policies, including designated parking zones, permit requirements, and traffic regulations. Failure to display a valid decal or adherence to parking regulations may result in fines, towing of the vehicle at the owner's expense, and/or other disciplinary action. The UV Extended Campus assumes no responsibility for theft from or damage to any vehicle parked on UV Extended Campus property.
    4. Smoke-Free Environment: Smoking, vaping, and the use of tobacco products or simulated smoking devices are strictly prohibited within these areas. Prohibited items include, but are not limited to, cigarettes, cigars, pipes, e-cigarettes, vapes, hookahs, and any other device that produces smoke or vapor. Violations of this policy will result in administrative charges, disciplinary action, and may lead to termination of the housing agreement.
    5. Fire Safety (including fire drills): Starting a fire, activating a fire alarm without cause, or falsely reporting a fire is strictly prohibited and may result in a monetary charge. All students must participate in building evacuations and fire drills, exiting the building within the requisite time. Re-entry into the building is only permitted with authorization from emergency services personnel or University staff. Failure to monitor cooking or take appropriate precautions when cooking is prohibited. The use of curtains or other combustible materials in hallways, windows, or as room partitions is prohibited. Items that can cause fire or interfere with fire suppression systems are prohibited from being hung on ceilings.
      • Fire Evacuation Procedures: If a fire is detected or an alarm sounds, evacuate immediately. Close doors behind you, activate the nearest fire alarm pull station, and use stairs (do not use elevators). Do not attempt to fight fires. Awaken sleeping roommates/guests. Before opening a door, check it for heat; if hot, remain inside and await rescue. Take your key card when exiting and close your door tightly. If smoky conditions are present, crawl low to the floor. Be aware of multiple exit paths. Report to your assigned assembly area. Re-entry will be prevented until the building is cleared by emergency services or the Environmental Risk Coordinator.
      • Removal of Fire & Smoke Detectors: The removal, covering, or alterations of fire/ smoke detectors is strictly prohibited. Failure to abide by this policy may result in an administrative fine and or immediate termination of the lease for 1 year.
    6. Decorations: All decorations must be fire-resistant or non-hazardous, U.L. rated, and approved for use. They cannot be hung on fire protection equipment (e.g., sprinklers, smoke detectors), near exits or lights, or in a manner that creates fire or egress hazards. Prohibited combustible decorative materials include straw, hay, palm fronds, vines, branches, leaves, and Spanish moss. Lava lamps and halogen lamps are prohibited. Adhesive substances, sheets, flags, foil, tapestries, fish nets, beads, and parachutes are not permitted overhead or from exterior windows/sprinkler systems. Hammocks are prohibited. Decorative lights must be U.L.-rated, approved for use, and not routed under rugs or through doorways or require drilling and rewiring of the electrical setup in the apartment. Only standard plug-in or battery-operated lights are allowed. Holiday lights must be turned off when no one is present in the room. Only non-hazardous artificial holiday trees are allowed.
  • Acknowledgement and Certification

  • I affirm and certify that I am a current or prospective student at [South Carolina State University], and that the signature below is my own proper signature. Under penalty of perjury, the foregoing is true and correct. I further acknowledge that if any of these certifications are not true, the University will hold me liable for any and all damages incurred as a result of this false certification to the fullest extent of the law.
